
<p>Officials in China's Anhui province have apologised for this doctored photograph, showing a ghostly vice-mayor minus his legs looming over a miniaturised senior citizen. Photograph: Ningguo Civil Affairs Department</p><p>With an eery floating head and torso looming above a doll-sized figure, it could be a still from a supernatural movie.
